Announcement for project advisory consortiums (Including international legal counsel and local advisor) for “Sainshand industrial complex” project

Regarding to the tender of Sainshand industrial park complex’s project advisory consortiums (including international legal counsel and local advisor) and program management consultant plus services, we are hereby amending as below.

Interested parties for PMC-Plus services must submit their expression of interest and purchase tender documents no later than 5:00 p.m. on October 15th, 2010, and should submit their proposal no later than 5:00 p.m. on November 15th, 2010. Advisory consortiums (including international legal counsel and local advisor) will submit their indication of interest and may obtain further information relating to this tender no later than 5:00 p.m. on October 15, 2010, and shall submit their proposal no later than 5:00 p.m. on October 29, 2010.

1. The National Development and Innovation Committee of Mongolia (“NDIC”) is accepting proposals from project advisory consortiums in connection with the greenfield development and construction of certain industrial and infrastructure projects (the “Projects”) in Mongolia.  The applicant consortium should include, at a minimum, an international legal advisor and a local Mongolian consulting or advisory firm, and may also include additional financial or technical advisory groups.

2. The anticipated scope of work for the Project Advisory Consortium will include designing the overall commercial, ownership and legal structure of the Projects.  The advisory consortium will work with the selected Program Manager in developing the initial planning for the Projects (leading to a Master Plan), and identify any additionally necessary feasibility studies for individual process plants.  The advisory consortium will take the lead in developing the overall Projects structure with a view towards maximizing Mongolian participation in the Projects.

3.  Interested parties should prepare and submit a proposal to the NDIC outlining their qualifications, experience in similar projects globally, and familiarity with the proposed Projects, the Sainshand Industrial Park initiative or overall development objectives in Mongolia, etc. Proposals should also identify individual team members, provide bios and describe the working relationship between the international law firm, the local advisor and any other consultants that form part of the consortium.  International law firms have the right to participate in the proposed Project Advisory Consortium as International Legal Counsel. The role of Local Advisor is limited to Mongolian consulting and advisory firms.

4.   Interested parties shall submit their indication of interest and may obtain further information relating to this tender no later than 5:00 p.m. on October 15, 2010, and shall submit their proposal no later than 5:00 p.m. on October 29, 2010, in each case, at the address given below.

ADVERTIMESENT FOR PROGRAM
MANAGEMENT CONSULTANT PLUS SERVICES


1. The National Development and Innovation Committee of Mongolia (“NDIC”) is accepting proposals from international engineering, construction and project management companies to serve as Program Management Consultant Plus (“PMC-Plus” or “PMC+”) in connection with the greenfield development and construction of certain industrial and infrastructure projects (“Projects”) in Sainshand, Mongolia.  Details of the Project are described in the tender documents.
 
2. The anticipated PMC-Plus services will include the development of a Master Plan, the provision of overall program management consulting services for all of the Projects, plus the provision of EPC or EPCM services for offsites and utilities and for certain individual Projects on as required basis. The PMC-Plus should have experience for providing PMC+ services for similar integrated industrial and infrastructure projects with capital expenditures in excess of US$5 billion over the last five (5) years.

3. A consultant submitting an expression of interest should provide statement of qualification for executing such services.

4. Interested parties should submit their expression of interest and purchase tender documents no later than 5:00 p.m. October 15, 2010, and should submit their proposal no later than 5:00 p.m. on November 15, 2010, in each case, at the address given below.  The proposals should be valid for 30 days from the opening date. This is a one step tender process where short listing will be done after acceptance of proposals and qualified participants might be called for a subsequent interview.
